According to the plot, in 2003, one of the workers at the power plant turned off the electricity in a huge metropolis, leaving millions of people without energy, while loading a virus into the city system. The system was soon restored, and in order to avoid such situations, the US authorities decided to introduce a special program into the city, called CTOS.

The computer controlled the city, while this computer was run by a private service that received absolutely all user data, tracking every step of the townspeople. The main character will be Aiden Pearce - a skilled hacker who hacked CTOS and got all the data.
